Austin Home Sales See 6% Increase in September

Austin, Texas ( PressReleaseCollection ) October 30, 2009 – Sales figures for September 2009 indicate that the Austin real estate market continues to rebound, with home sales increasing by 6% over figures for the same month last year. This increase is credited in part to the implementation of the First-Time Homebuyer’s Tax Credit, which offers up to $8,000 for home buyers purchasing a primary residence. Recently released sales figures for the month of September 2009 show a 6% increase in Austin home sales over the comparable period last year according to data just released by the Austin Board of Realtors. The figures reflect the first year-to-year comparative increase in over two years. This increase is widely regarded as good news by those in the real estate industry, as it is a further sign that Austin’s housing market is on the path to recovery from recent downturns in home sales and prices. Austin has been largely shielded from the ill effects other cities have suffered in recent years; most analysts believe this is due to the stable economic conditions in Austin, including its vibrant employment scene. Realtor Doris Cline of Affinity Properties concurs that this is a positive sign for Austin real estate. “We’re seeing the signs of recovery in the real estate market. This is good news for homeowners, especially those looking to move up to a larger home. Chances are they’ll be able to sell their current home more quickly and easily.” Median home prices in the Austin area also saw an increase compared to September 2008, rising 2% over the previous figures. The median home price in Austin and the surrounding areas for the month of September was $185,250. Overall, the 2009 median home price for Austin was $185,500, down slightly from the 2008 figure of $187,250. Austin home values have remained fairly stable in recent years despite the industry-wide housing bubble crash. Austin real estate analysts attribute a portion of these increased sales to the First-Time Homebuyer’s Tax Credit, which offers significant incentives for home buyers who have not owned a home in the past three years. This assessment is due in part to the fact that nearly half of all sales in September were of homes priced between $100,000 and $200,000, the typical range for first-time buyers. The credit can provide up to $8,000 to qualified home buyers and is set to expire November 30, 2009; many real estate experts expect to see increased sales until that date at least. New FHA Regulations Spell Trouble for Beleaguered Condo Industry

Austin, Texas ( PressReleaseCollection ) October 29, 2009 – As of November 2, 2009, buyers in the market for a condominium may find fewer mortgage options available to them; strict new regulations set to take effect will prevent many buyers from qualifying for FHA-backed mortgages on condominium properties. Mortgage lenders and real estate agents have expressed grave concerns about the chilling effect of these new rules, which are still under review by the FHA.Changes to the regulations governing FHA-backed condominium mortgages may create serious obstacles for buyers and do further damage to the struggling housing sector. By placing further restrictions on which properties qualify for FHA insurance, these new rules will make condominiums a far less attractive option for home buyers. The new regulations will eliminate spot approvals, requiring rather that the entire condominium development meet FHA standards in order for the property to qualify for FHA mortgage insurance. Additionally, only 30% of the units in any condominium project may receive FHA-backed loans, and over 50% of the units in a given project must have already been sold before any units can qualify for FHA mortgage insurance. It is believed these new requirements will have a serious dampening effect on the recovering condominium market, since far fewer units will qualify for FHA mortgages under these restrictions. Currently, FHA-guaranteed condominium mortgages require only a 3.5 percent down payment, making these housing units especially attractive to first-time buyers and providing an entry point into the housing market. Under the proposed regulations, many condominium units will instead require conventional financing and the 10-20% down payments associated with that type of loan. These new regulations are considered onerous by condominium builders, since it is far more difficult to obtain FHA approval for an entire project than for a specific unit. The elimination of spot approvals will mean additional costs and delays in selling units. Because of the new requirement that 50% of the units be sold without benefit of FHA-backed financing before any FHA-insured loans will be made, builders believe that it will be more difficult to attract buyers for newly-built developments with fewer than half the units sold already. This is expected to depress the condominium market, still reeling from recent housing industry woes. If the regulations are implemented as currently written, the Austin condominium market is expected to feel the effects immediately. Joe Cline of Affinity Properties, an affiliate of RE/MAX Capital City, stated, “These new FHA regulations will likely have a chilling effect on condo sales in the Austin area. By limiting FHA loans in newer developments, we’ll likely see a reduction in the number of new condos being built in the area as well.” The new regulations are currently under review by the FHA, and may see some changes before final implementation. Time Is Running Out for the First-Time Homebuyer Tax Credit

Austin, Texas ( PressReleaseCollection ) October 13, 2009 – The First-Time Homebuyer Tax Credit is set to expire December 1, 2009, but there’s still time for prospective buyers to take advantage of a potential $8,000 in savings when purchasing a new or existing home. To qualify, home buyers must meet certain income requirements and not have owned a home in the past three years. Affinity Properties of Austin, Texas can help first-time home buyers understand, qualify, and apply for this valuable tax credit. According to the National Association of Realtors, approximately 350,000 home sales nationwide have been attributed directly to the First-Time Homebuyer Tax Credit. One of the most effective programs of the administration’s stimulus program, it has provided first-time buyers a chance to purchase homes for their families. Equally importantly, it has boosted the market for home sales in general, allowing homeowners affected by the recent housing industry slump to sell their homes for a profit and move into new homes. This “domino effect” has had positive effects for Austin’s housing market in particular, keeping foreclosure rates low and home sales stable. Part of the American Recovery and Reinvestment Act of 2009, the First-Time Homebuyer Tax Credit is intended to help families purchase their first home. Available for newly built homes or existing homes, the credit is equal to ten percent of the purchase price of the home, up to $8,000. The full credit is available to single home buyers who make $75,000 or less in modified adjusted gross income per year; the income limit is $150,000 for married couples. A reduced credit is available for those making up to $95,000 for individuals and $170,000 for couples. Neither member of a married couple can have owned a home in the past three years in order to qualify for the credit. The First-Time Homebuyer Tax Credit replaces the previous tax credit enacted by Congress in July 2008. While income limits are basically the same, the new credit differs in that it is a true credit, and need not be repaid; the 2008 version required repayment over fifteen years. Home buyers can apply the First-Time Homebuyer Tax Credit against their 2009 tax return or file an addendum to their 2008 tax return, depending on which is more advantageous. This credit is applicable to the purchase of a primary residence. This includes single-family homes, condominiums, manufactured homes, and houseboats. In order to qualify for the credit, the home must be purchased from someone other than the buyer’s parents, children, or spouse. The First-Time Homebuyer Tax Credit is available even to buyers who owe no tax liability. In some cases, it can be directly applied to the cost of the home. Lenders who provide FHA-guaranteed mortgages can offer short-term loans, essentially buying the credit from the home buyer, allowing them to apply the credit directly to reduce the mortgage amount upfront. This allows homeowners to immediately realize $8,000 in equity in their new home. The real estate specialists at Affinity Properties can help home buyers sort through the qualifications and paperwork required to receive the First-Time Homebuyer Tax Credit. Time is running out on this valuable credit; act today to ensure you don’t miss out. Austin's housing market rebounds, according to July 2009 figures

Austin, Texas ( PressReleaseCollection ) September 24, 2009 – REAL ESTATE FIGURES FOR JULY 2009 ARE COMPARABLE TO THOSE OF JULY 2008, INDICATING STABILIZATION OF THE AUSTIN, TEXAS HOUSING MARKET. REAL ESTATE STATISTICS JUST RELEASED FOR JULY 2009 SHOW A REBOUND IN AUSTIN HOME SALES, WITH 2,069 HOMES SOLD. THIS IS COMPARABLE TO THE 2,068 HOMES SOLD IN JULY OF LAST YEAR, MARKING A 61 PERCENT IMPROVEMENT OVER JANUARY 2009 AND ONLY A TWO PERCENT REDUCTION IN OVERALL HOME PRICES FROM LAST YEAR. EXPERTS IN THE AUSTIN REAL ESTATE MARKET BELIEVE THIS INDICATES A RECOVERY IN THE HOUSING INDUSTRY, LONG BELEAGUERED BY THE SAME CONCERNS THAT HAVE PLAGUED THE NATIONAL REAL ESTATE SCENE. AUSTIN BOARD OF REALTORS CHAIRMAN JAY GOHIL COMMENTED, “THE SALES VOLUME MOMENTUM IN AUSTIN CONTINUES, NOW REACHING 2008 LEVELS. THAT’S GOOD NEWS, BUT I THINK IT’S EVEN BETTER NEWS THAT WE’VE ACHIEVED THAT INCREASE WHILE MAINTAINING A STEADY MEDIAN HOME PRICE.” JOE CLINE OF AFFINITY PROPERTIES AGREED, ADDING, “AUSTIN’S HOUSING MARKET IS ON THE UPSWING AGAIN, SO BUYERS WILL WANT TO TAKE ADVANTAGE OF LOWER PRICES AND INTEREST RATES WHILE THEY LAST.” PRIOR TO 2007, PROPERTY VALUES AND SALES IN AUSTIN HAD INCREASED STEADILY. AUSTIN’S VIBRANT CULTURE AND ENVIRONMENTALLY FRIENDLY REPUTATION ATTRACTED NEW RESIDENTS, CREATING CONSTANT GROWTH IN EMPLOYMENT AND HOUSING FOR THE AREA. THE DOWNTURN IN LATE 2007 PROVOKED CONCERN THAT AUSTIN WAS SUFFERING THE EFFECTS OF THE HOUSING MARKET SLUMP FELT ELSEWHERE IN THE COUNTRY. ADDITIONALLY, NEW HOME CONSTRUCTION DECLINED IN 2007 AND AGAIN IN 2008, THOUGH GENERAL DEMAND FOR AUSTIN PROPERTIES REMAINED HIGH. AUSTIN IS GENERALLY NOTED AS HAVING A BALANCED REAL ESTATE MARKET, WITH AN AVERAGE OF AROUND SIX MONTHS ON THE MARKET BEFORE A HOME SELLS. THIS TENDENCY HAS BORNE OUT IN RECENT YEARS, AS REDUCTIONS IN NEW HOME CONSTRUCTION HAVE BLUNTED THE EFFECTS OF INCREASED NUMBER OF HOMES FOR SALE. AUSTIN’S HOUSING MARKET HAS BEEN AMAZINGLY RESILIENT IN THE FACE OF A NUMBER OF CHALLENGES. FORECLOSURES ARE NOT AN OVERWHELMING PROBLEM FOR AUSTIN, AND EMPLOYMENT OPPORTUNITIES IN THE AREA CONTINUE TO GROW. THESE RECENT FIGURES PROVIDE EVIDENCE THAT THE WORST OF THE HOUSING SLUMP IS OVER IN THE AUSTIN AREA, AND THAT HOUSING PRICES WILL RETURN TO THEIR PREVIOUS UPWARD TENDENCY IN THE COMING MONTHS. THE JULY 2009 STATISTICS ALSO REVEALED THAT OF THE 2,069 HOMES SOLD, THE AVERAGE SALES PRICE WAS $245, 921, AND THE SOLD TO LIST PRICE RATIO WAS 96.2 PERCENT. THESE FIGURES ARE REGARDED AS POSITIVE SIGNS BY MOST REAL ESTATE EXPERTS, AS THEY INDICATE AUSTIN HOME PRICES HAVE REMAINED STABLE. WHILE A PART OF THIS STABILITY IS DUE TO THE DESIRABILITY OF AUSTIN NEIGHBORHOODS AND THE WIDE SELECTION OF HOMES WITH GREEN TECHNOLOGY AND OTHER AMENITIES, AUSTIN ALSO DID NOT EXPERIENCE WIDESPREAD OVER-APPRECIATION OF ITS REAL ESTATE PROPERTY IN THE PAST DECADE. THIS HAS ALLOWED AUSTIN TO AVOID THE BRUNT OF THE RAPID DEPRECIATION FOUND IN OTHER METROPOLITAN AREAS. AUSTIN’S REAL ESTATE MARKET REMAINS STABLE, AND THESE RECENT STATISTICS INDICATE A RETURN TO THE STEADY GROWTH AND EXPANSION EXPERIENCED PRIOR TO THE 2007 DOWNTURN. THIS REBOUND IS GOOD NEWS FOR HOME SELLERS WHO WILL BENEFIT FROM THE IMPROVING MARKET; IT ALSO PROVIDES AN INCENTIVE FOR HOME BUYERS TO ACT QUICKLY IN ORDER TO TAKE ADVANTAGE OF TODAY’S LOW INTEREST RATES AND HOME PRICES. FOR THE AUSTIN HOUSING MARKET, IT APPEARS AS IF THE WORST IS OVER.
